This uses 7 modifiers and 1 ability point in total.

I remember leveling a pick and having over like 50 mining speed. Having both was VERY overpowered, so maybe have what you suggested is a better idea, but it should be a config option as some would rather have full control over what their tool has.

Regarding the enchantments that would break the items, you will see an warning in the toolleveling table if you try to level up these enchantments. you can disable the leveling beyond those breakpoints in the config. regarding enchantmens like mending/infinity, leveling these will have no effect, thats why there is an additional warning for that.
